Kalmunai was brought under the control of the Board of Health (Sanitary Boards) in 1892 and then in 1920 it was brought under the control of the local council (Local Boards). Later in 1946 Kalmunai Patina Sabha was formed.
Later it was upgraded to Kalmunai Municipal Council by Gazette Notification No. 1188/1 dated 11.06.2001.
With this, Kalmunai Municipal Council became the second Municipal Council in Eastern Sri Lanka and the 18th Municipal Council in the whole of Sri Lanka. Thus, all the people living within the boundaries of this region identified themselves as citizens of the city.
